Three core programs.
One integrated effort.

Horizon 2045 runs three core programs—Security, Governance, and Philanthropy—that test different parts of the same larger proposition:

Better decisions for human and planetary welfare become possible when governance, security, and philanthropy treat today's threats as interacting and mutually reinforcing—rather than isolated and independent—and respond to them together.

Together, these programs put our working hypotheses into practice:

Security centered on the long-term wellbeing of human and planetary systems, governance built for interconnected systems, and capital that identifies and supports work at the intersections between threats will produce more humane, more resilient decisions over time.

Each program has its own flagship initiative. Each initiative strengthens the others.

SECURITY

Women Transforming Global Security (WTGS) redefines what security is for and who gets to shape it. It convenes the world's senior women leaders and former heads of state to build decision support tools and governance frameworks for an interdependent world.

GOVERNANCE

Lex Mundi Nova transforms integrated security thinking into high-leverage legal, governance, and diplomatic interventions. It reframes weapons harms through the lenses of intergenerational equity and human rights, climate, and public health law.

PHILANTHROPY

The Philanthropic Observatory helps foundations and donors deploy capital toward entangled challenges that cut across program silos. It builds the shared intelligence and coordination tools funders need to act on problems that no single domain can solve alone.
